Activities in Support of Water Sustainability at CEEP

Testimony to Encourage Delaware’s Adoption of a WCOR
For several years, CEEP has promoted the adoption of water conservation-oriented rates (WCORs) in Delaware. CEEP has been involved in studies of WCORs since 1992 when both a local utility and the state environmental agency began investigations of this option as a means to mitigate drought. CEEP recently testified before the Delaware Water Supply Coordinating Council in 2002, and the State has taken the first steps in adopting a policy promoting WCORs.

Building a GIS-based Integrated Assessment Tool to Measure the Effects of Water Conservation
CEEP has pioneered an integrated assessment model that measures the likely effects of conservation policies on stream flows. This assessment model has a GIS interface that enables mapping of policy effects on stream flows under drought and non-drought conditions. The tool has been presented to the Susquehanna River Basin Commission, the City of Baltimore, and at conferences organized by the Association of American Geographers and by the American Water Works Association.

International Collaboration on Watershed Management Strategies
Center faculty and students have regularly organized international forums and research exchanges on watershed management. This commitment has helped to foster increased interest in and collaborative work on basin management problems and challenges. Practical results from this effort include:

· Creation of the Micronesian Source Water Protection Coalition

· A Water Conservation Forum organized for the Ministry of Environment, Republic of Korea

· Establishment of an international research team from South Korea and the U.S. to share lessons on conflict resolution in support of sustainable river basin management.
